The development mode of new energy is undergoing significant changes. Recently, the National Energy Administration issued the "Guiding Opinions on Promoting the Integrated and Convergent Development of New Energy" (hereinafter referred to as the "Guiding Opinions"), proposing that by 2030, integrated and convergent development will become an important mode of new energy development, the reliable substitution level of new energy will be significantly enhanced, and its market competitiveness will be remarkably improved. This "upgraded version" of new energy development is not a simple upgrade of a single technology or construction method, but a profound transformation related to development concepts, industrial forms, and the layout of productive forces. In the future, the focus of new energy development will shift from simple scale expansion to value creation centered around system coordination.

Looking back on China's new energy development, wind and solar power generation has grown from scratch, from weak to strong, and the installed capacity and application scale have long been at the top of the world, creating a development miracle that has attracted worldwide attention. The rapid expansion in scale has also exposed a series of problems: the difficulty in transmitting green electricity from the western region, the lack of green electricity in eastern cities, the volatility of wind and solar power generation, which relies on the weather, puts pressure on the power grid, and the lack of market competitiveness. These "growing pains" have become bottlenecks that restrict the high-quality development of new energy. If the early development of new energy was an exploratory approach, then the introduction of the "Guiding Opinions" this time is to form a modern "synthetic army" that works together, to shift the development of new energy from the accumulation of quantity to the leap of quality.

"Front and back" integration can break through the blockage between production and consumption, and accurately deliver green power. For a long time, the power from the western new energy base needs to be transported thousands of miles to the eastern load center. The "long-distance" transportation has a large loss and high cost, which not only causes waste of resources, but also restricts the market competitiveness of new energy. The "front and back" integration aims to promote the direct connection of new energy production and consumption, and achieve local consumption. For example, the integrated facilities of "photovoltaic + energy storage + charging pile" in the highway service area allow passing vehicles to replenish green power at any time; the distributed power station next to the industrial park realizes "self-generation and self-use, surplus power to the grid", which greatly reduces the energy cost of enterprises. This kind of "source network load storage" integrated development model not only reduces the transmission loss, but also changes the user from a passive consumer to an active participant, and activates the huge potential of the consumption side market.

The integration of "up and down" can permeate the entire industry chain and transform resource advantages into industrial advantages. Extending upward, relying on the abundant wind and solar resources, it can guide the high-end manufacturing industry such as photovoltaic components, wind turbine blades, and energy storage batteries to gather in the resource-rich areas, forming a large-scale new energy equipment manufacturing base; expanding downward, the low-cost green electricity is the "magnet" that attracts strategic emerging industries, and the deep coupling of green fuel, data centers, high-energy-consuming industries, and new energy can create a batch of zero-carbon industrial parks. This "building a project, cultivating an industry, and driving an economy" has a multiplier effect, which is conducive to achieving the coordinated development of energy and economy.

"Left and right" integration ensures safety, "front and back" integration enhances efficiency, and "top and bottom" integration creates value, collectively constituting the "iron triangle" of high-quality development for new energy. The upgrading of this development model not only benefits the resolution of the phased problems in the development of new energy in China but also helps to seize the opportunity in the global green industry revolution. Currently, the global energy transition is accelerating, with green and low-carbon becoming the core track of industrial competition. A new energy system that is self-controlled and safe will provide a solid support for the comprehensive green transformation of the social and economic system.

To create an upgraded version of new energy development, the key lies in mastering the "integration" strategy. This systematic project requires continuous improvement of new energy development policies and mechanisms at the government level; enterprises need to increase the efforts in technology research and development and model innovation; research institutions need to overcome key core technologies to provide support for integration and integration.
