According to a report by Hong Kong's South China Morning Post website on February 24, China has vowed to optimize its energy strategy and advance major engineering projects over the next five years, placing energy security at the core of its new development blueprint.

The report pointed out that as China enters the period of the "15th Five-Year Plan", the National Energy Administration stated on the 23rd that it will issue and implement a new energy system and a series of energy plans in various fields.

Ren Yuzhi, Director of the Development Planning Department of the National Energy Administration, stated in an article: "The internal and external environments facing the construction of China's new energy system are undergoing profound and complex changes.

He pointed out that the increasingly obvious trend of campization in global energy trade and risk factors such as extreme weather have brought greater challenges to energy security. To address these challenges, the National Energy Administration will optimize the layout of energy resource bases and the pattern of energy flow, and step up the construction of new energy infrastructure. To enhance the energy self-sufficiency capacity of the eastern region, the National Energy Administration will strive to ensure that more than 70% of the region's energy consumption growth during the "15th Five-Year Plan" period is met by local production.

It is reported that for a long time, China's coastal areas with strong electricity demand have relied on energy imports and long-distance power transmission from resource-rich but sparsely populated western regions.

The National Energy Administration stated that it will promote the transfer of industries to the western region to better transform the region's resource advantages into development advantages.

In addition, the National Energy Administration has also steadily advanced the construction of major strategic and landmark projects, including the hydropower project in the lower reaches of the Yarlung Zangbo River.

The report pointed out that the Chinese government has set a series of climate goals, striving to reach the peak of carbon dioxide emissions by 2030, and the proportion of non-fossil energy consumption to reach about 25% by 2030.

To achieve these goals, China will make new energy the mainstay of installed power capacity, while strengthening supply guarantees to effectively respond to normal supply and demand fluctuations as well as abnormal disruptions and shocks.

Ren Yuzhi stated that target indicators are the "baton" for energy development, and it is necessary to strengthen the guidance of target indicators.

He added that Beijing will also accelerate high-level technological self-reliance and self-improvement in the energy sector and strengthen innovation in key technological equipment.

The National Energy Administration stated last month that driven by the growth of high-end manufacturing and the rapid expansion of new technologies, China's total social electricity consumption exceeded 10 trillion kilowatt-hours for the first time in 2025.
