November 30, 2020, the Ministry of Commerce issued the No. 53 announcement of 2020, deciding to impose anti-dumping duties on imported polyphenylene sulfide from Japan, the United States, South Korea, and Malaysia starting from December 1, 2020, with the duty rate ranging from 23.3% to 220.9%, where Japanese companies were subject to 25.2% to 69.1%, US companies 214.1% to 220.9%, South Korean companies 26.4% to 46.8%, and Malaysian companies 23.3% to 40.5%. The measures were implemented for a period of 5 years. On October 28, 2021, the Ministry of Commerce issued the No. 34 announcement of 2021, deciding that the税率and other rights and obligations applicable to the anti-dumping measures for polyphenylene sulfide would be inherited by the Japanese company Idemitsu Compounds, Inc. from Idemitsu Lion Plastic Co., Ltd. On October 14, 2022, the Ministry of Commerce issued the No. 26 announcement of 2022, deciding that the税率and other rights and obligations applicable to the anti-dumping measures for polyphenylene sulfide would be inherited by the South Korean company HDC Polymer Co., Ltd. from SK Chemicals Co., Ltd.
On September 8, 2025, the Ministry of Commerce received the application for the sunset review of the anti-dumping measures from Zhejiang Xinhua Special Materials Co., Ltd., on behalf of the Chinese polypiperazine industry. The applicant claimed that if the anti-dumping measures were terminated, the dumping of imported polypiperazine from Japan, the United States, South Korea, and Malaysia could continue or resume, causing damage to the Chinese industry that may continue or resume, and requested the Ministry of Commerce to conduct a sunset review investigation on the anti-dumping measures for imported polypiperazine from Japan, the United States, South Korea, and Malaysia, and to maintain the anti-dumping measures implemented for imported polypiperazine from Japan, the United States, South Korea, and Malaysia. Enhua Lixin and Cheng Engineering Materials (Zhejiang) Co., Ltd. supported the application.
In accordance with relevant provisions of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce has examined the qualifications of the applicant, the relevant circumstances of the products under investigation and the domestic like products, the import situation of the products under investigation during the period of implementation of anti-dumping measures, the possibility of continuation or recurrence of dumping, the possibility of continuation or recurrence of injury, and related evidence. The existing evidence shows that the applicant meets the provisions of Article 11, Article 13 and Article 17 of the Anti-Dumping Regulations of the People's Republic of China on the industry and the representativeness of the industry, and is qualified to represent the Chinese polystyrene industry to submit an application. The investigating authority believes that the applicant's claims and the submitted surface evidence meet the requirements for the filing of the sunset review.
In accordance with Article 48 of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce has decided to conduct a sunset review of the anti-dumping measures applicable to imported Polyphenylene sulfide from Japan, the United States, South Korea, and Malaysia, starting from December 1, 2025. The relevant matters are hereby announced as follows:
1. Continue to implement anti-dumping measures
In accordance with the proposal from the Ministry of Commerce, the Tariff Commission of the State Council has decided that, during the sunset review period of anti-dumping measures, the anti-dumping duty on imported polystyrene sulphone from Japan, the United States, South Korea, and Malaysia shall continue to be levied in accordance with the scope and duty rate of taxation announced by the Ministry of Commerce in Announcements No. 53 of 2020, No. 34 of 2021, and No. 26 of 2022. The anti-dumping duty rates levied on each company are as follows:

2. Review investigation period
The period of investigation for the dumping investigation in this review is from July 1, 2024, to June 30, 2025, and the period of investigation for the injury investigation is from January 1, 2021, to June 30, 2025.

The product is classified under the "Customs Tariff of the People's Republic of China": 39119000. Products other than polyphenylene sulfide under this tariff number are not within the scope of this investigation.
