Under the condition that the state has issued documents to restore the normal production and operation of enterprises, the return rate of cotton textile enterprises in various regions has steadily increased, but under the influence of the epidemic, the flow of employees between regions has been controlled, and the startup situation of enterprises is still not optimistic.
It is known that at present, the cross provincial floating return of personnel must be isolated for 14 days. If there is no symptom, they can return to work after passing the physical examination. Under the influence of the personnel prevention and control isolation policy, especially in the enterprises with large proportion of employees from other provinces, the startup rate is very low. On the one hand, the staff will be isolated for 14 days after returning, resulting in a delay in the start-up rate; on the other hand, considering the isolation measures for 14 days, the staff delayed the return time.
A professional in Jiangsu told CNCOTTON.COM that in a textile industrial park with 40 enterprises, only two enterprises returned to work on February 8, with 34 enterprises returning to work on February 20. However, the operating rate of enterprises is not equal to the starting rate. No enterprise can achieve the full operating state, and some enterprises only have a starting rate of 20%.
Although enterprises are allowed to start construction all over the country, strict requirements are put forward for the protective measurements of start-up enterprises. For example, some enterprises are required to wear protective clothing for some personnel intensive types of work. Some enterprises fail to meet the standards in this respect, which will also affect the normal resumption of work on time.
The head of a textile enterprise in Shandong said that the largest local cotton textile enterprise had started construction on January 18, but the startup rate was very low, only 20-30%. After February 17, the government allowed small and medium-sized enterprises to return to work one after another. At present, the cotton warehouse of the enterprise has been maintained for three months, and the order before the festival is in short supply. The enterprise has prepared a large number of raw materials for production, but has not started work after the festival, so there is no problem of raw material supply during the resumption of work. Even if it can be started normally, the start-up rate is also a big problem, because it involves the production recovery of the next enterprise, because during the epidemic period, weaving, printing and dyeing, clothing production enterprises will also face the same problems of resumption and start-up rate.
According to the person in charge, the epidemic caused the national cotton textile industry to shut down in about 15-20 days, and the consumption of cotton decreased by several hundred thousand tons. It is normal for the price of cotton to go back. Even after the late epidemic, the demand for cotton could not increase significantly. First, the production capacity of enterprises was limited, and second, the digestion capacity of downstream enterprises was insufficient. February to May is the traditional production peak season of the enterprise, once in the past it is difficult to make up for it. According to the current management and control requirements of all parties, if an enterprise wants to achieve full operation, it must wait until the end of March, when the time left for peak production season is very limited. Therefore, when the epidemic situation is completely over, it is difficult for cotton to have explosive demand.
