SunSirs: EU Issues Final Anti-Dumping Ruling on Chinese Steel Track Shoes; China Consistently Opposes Trade Protectionism

On October 20, 2025, the European Commission announced its affirmative final anti-dumping determination on steel track shoes originating from China, imposing an anti-dumping duty of 62.5%. The ruling covers steel track shoes under EU Combined Nomenclature (CN) codes 8426, 8429, or 8430—whether or not fitted with rubber pads, whether or not assembled on track chains, with a maximum length of 3000 millimeters—as well as conveyor belts under code 8428.

China's Ministry of Commerce has repeatedly emphasized its stance on EU trade remedy measures, opposing the misuse of anti-dumping tools: China consistently advocates for the prudent and reasonable use of trade remedies, pointing out that the EU's practice of calculating dumping margins using the “surrogate country” logic has been ruled illegal by the WTO. This final ruling essentially constitutes an artificial trade barrier, violating the principles of free trade.

China consistently safeguards the legitimate rights and interests of its enterprises: The Ministry of Commerce has explicitly stated it will “take all necessary measures to protect the legitimate rights and interests of Chinese enterprises.” China has previously responded to EU trade protectionist actions through targeted countermeasures, such as imposing anti-dumping duties on EU brandy and launching an anti-dumping investigation into EU wine, compelling the EU to address trade fairness issues.

China advocates dialogue and consultation for resolution: Chinese steel track pads hold a 52% share of the global construction machinery parts market. China emphasizes that trade protectionism only increases consumer burdens and disrupts the stability of global industrial and supply chains, harming both China and the EU. It calls on the EU to properly address economic and trade differences with China through bilateral export control dialogue mechanisms and deepen mutually beneficial cooperation.

As the core industry association involved, the China Chamber of Commerce for Import and Export of Machinery and Electronic Products has taken proactive measures since the EU initiated the anti-dumping investigation, providing support and guidance to enterprises.

Following the EU's investigation launch in August 2024, the Chamber promptly disclosed key information including the scope of products under investigation (covering EU CN code 8431 series products with specified exemption criteria for length, weight, etc.) and the investigation period. It simultaneously compiled China's export data to the EU (approximately $738 million in exports from July 2023 to June 2024, a 14% year-on-year decrease), providing data support for enterprises' response efforts.

The China Chamber of Commerce for Import and Export of Machinery and Electronic Products coordinated a collaborative response: In light of the final ruling, the Chamber will continue to engage export-intensive provinces like Liaoning, Jiangsu, Zhejiang, Fujian, and Shandong, leverage international law firm resources, and guide enterprises to protect their rights through legitimate channels such as hearings and submitting comments. Simultaneously, it will explore collective defense strategies at the industry level.

Facing the EU's final anti-dumping duty rate of 62.5%, Chinese enterprises have demonstrated strong adaptability by mitigating impacts through measures like establishing overseas production facilities rather than passively accepting the ruling.

Some leading Chinese companies are focusing on high-end product R&D, enhancing product value-added, optimizing production processes, and reducing reliance on single markets. They are leveraging technological advantages to address trade barriers and strive for EU market access within the regulatory framework.
