Recently, the National Energy Administration convened a nationwide video conference on the November progress of renewable energy power development and construction. The meeting summarized the overall development of renewable energy across China from January to October 2025, reviewed the implementation status of suggestions raised at the previous monthly progress meeting, assessed the progress of major national renewable energy projects, and analyzed the supply-demand dynamics and development trends of the wind and photovoltaic industries. It also examined the challenges facing renewable energy development and outlined requirements for next steps.
From January to October 2025, China achieved new breakthroughs in renewable energy capacity and power generation, with steady growth across both metrics. New renewable energy installations reached 332 gigawatts, bringing total installed capacity to 2.22 billion kilowatts—nearly 60% of the nation's total installed capacity. Electricity generation reached 3.21 trillion kilowatt-hours, accounting for approximately 40% of the country's total power generation and exceeding the combined electricity consumption of the tertiary industry and urban and rural residential sectors during the same period. Wind and solar power generation amounted to 1.89 trillion kilowatt-hours, representing 23.5% of the national total, with their role in ensuring supply and promoting transformation becoming increasingly prominent.
During the 15th Five-Year Plan period, China aims to preliminarily establish a new energy system, achieve carbon peaking on schedule, and build a strong energy nation. China has established the world's largest and fastest-growing renewable energy system, boasting the most comprehensive new energy industrial chain globally, providing crucial support for building an energy powerhouse. We must maintain firm confidence in development and prepare comprehensively based on socio-economic needs and the progress of comprehensive green transformation.
We must ensure the stable and orderly development of new and renewable energy. Since the beginning of this year, the state has successively introduced a series of important reform documents and policy measures that have had a significant impact on the market and the industry. Relevant departments must strengthen coordination, guidance, and policy dissemination, while formulating more robust policy measures. Local energy authorities should closely monitor implementation progress, balancing renewable energy consumption targets with socioeconomic capacity to ensure coordinated and orderly advancement of all tasks.
We must conclude the 14th Five-Year Plan period effectively and plan key tasks for next year and the 15th Five-Year Plan period. Local governments and enterprises must spare no effort in completing the remaining tasks of the 14th Five-Year Plan projects while expediting the planning of next year's key tasks and priorities. Local governments should formulate their 15th Five-Year Plans and ensure alignment with the national plan, identifying a batch of major projects. Enterprises should refine their investment decision-making mechanisms, strengthen core competitiveness, and plan their key tasks for next year and the 15th Five-Year Plan period, collectively contributing to a strong start for the 15th Five-Year Plan.
