On April 17, 2025, the Office of the United States Trade Representative issued measures regarding the 301 investigation on China's maritime, logistics, and shipbuilding industries. Starting from October 14, 2025, a port service fee will be imposed on ships owned or operated by Chinese enterprises, Chinese-flagged ships, and ships built in China. This action seriously violates relevant principles of international trade and the China-U.S. Shipping Agreement, causing severe damage to the shipping trade between China and the United States.
In accordance with the Regulations on International Shipping of the People's Republic of China and other laws and regulations and the basic principles of international law, and with the approval of the State Council, starting from October 14, 2025, the following ships shall be subject to the special port usage fee levied by the maritime administrative authority at the port where the ship is registered: ships owned by enterprises, other organizations, and individuals in the United States; ships operated by enterprises, other organizations, and individuals in the United States; ships owned or operated by enterprises, other organizations, and individuals in the United States that directly or indirectly hold 25% or more of the shares (voting rights, board seats); ships flying the flag of the United States; ships built in the United States. The relevant matters are announced as follows:
1. As for the above-mentioned vessels, the special port charges for ships shall be collected by voyage, implemented in stages, and the specific collection standards are as follows (less than 1 net ton shall be calculated as 1 net ton).
(i) From 14 October 2025, for those berthing at ports in China, the charge shall be RMB 400 per net ton;
(II) From April 17, 2026, for those berthing at ports in China, the charge shall be RMB 640 per net ton;
(iii) From 17 April 2027, for those berthing at ports in China, the charge shall be RMB 880 per net ton;
(iv) Vessels berthing at Chinese ports from 17 April 2028 shall be charged at RMB 1,120 per net ton.
2. In the same voyage, if a ship calls at multiple ports in China, it only needs to pay the special ship's port charges at the first port of call, and no longer at subsequent ports of call. For the same ship, the special ship's port charges are collected for no more than 5 voyages within a year.
