SunSirs: Ministry of Agriculture and Rural Affairs: China's Agricultural Development Enters Critical Phase of Comprehensive Green Transformation by 2025

According to the Ministry of Agriculture and Rural Affairs website, 2025 marks the concluding year of the 14th Five-Year Plan period and the 20th anniversary of the concept “lucid waters and lush mountains are invaluable assets.” China's agricultural development will enter a critical phase of comprehensive green transformation. In recent years, under the coordinated promotion of agricultural and rural departments at all levels, China's agricultural green development has achieved positive progress. From resource conservation to environmental governance, from the supply of high-quality agricultural products to industrial chain upgrades, ecological benefits and economic benefits have been enhanced simultaneously, injecting strong “green momentum” into agricultural modernization.

 

The supply capacity of high-quality agricultural products has steadily improved. Currently, the total number of green, organic, specialty, and geographically marked agricultural products nationwide has reached 86,000. Building on consecutive years of bumper harvests and overall growth in grain and key agricultural products, China has steadily improved the quality of its agricultural products and continuously optimized their structure. The proportion of high-quality flavor rice, specialty wheat, and high-oil, high-protein soybeans has increased year by year. Healthy farming practices for livestock, poultry, and aquatic products have been accelerated, boosting the supply of premium beef, lamb, and seafood, while the share of green agricultural products continues to rise. To date, the compliance rate in routine agricultural product quality and safety monitoring has remained stable above 98%, making “safe and healthy eating” the new norm on people's dining tables.

 

Agricultural resource conservation capacity has strengthened year by year. China has adhered to the bottom line of protecting the quantity, quality, and ecological functions of farmland as a “trinity,” strengthened farmland resource conservation, improved the farmland rotation and fallow system, and implemented actions to protect and enhance farmland quality. As of now, the national arable land area has reached 1.94 billion mu (approximately 130 million hectares), an increase of 28 million mu compared to 2020. The country has cumulatively built over 1 billion mu of high-standard farmland, solidifying the foundation for food security. The effective utilization coefficient of farmland irrigation water has reached 0.580, reducing the actual irrigation water consumption per mu by 14 cubic meters and decreasing the total annual farmland water consumption by 3.6 billion cubic meters on average. The 10-year fishing ban on the Yangtze River has achieved significant interim results, with aquatic biodiversity showing positive recovery. The number of native fish species has increased by 36 compared to before the ban. The aquatic biological integrity index rating for the main stem of the Yangtze River and Poyang Lake has improved by two levels compared to before the ban, while that for Dongting Lake has improved by three levels. The soil and water conservation rate in the Yellow River basin has reached 69.07%, and the proportion of excellent water bodies has exceeded 90% for two consecutive years.

 

The ecological value of agriculture has been further highlighted. The production environment continues to improve. China's application of agricultural fertilizers (in terms of pure nutrients) reached 49.88 million tons, a 5% decrease compared to 2020. The fertilizer and pesticide utilization rates for the three major grain crops were 43.3% and 44.1%, respectively, representing increases of 3.1 and 3.5 percentage points compared to 2020. The resource utilization rate of livestock manure reached 80.1%. Channels for converting ecological value have become more diversified. By coordinating agricultural processing with comprehensive utilization of byproducts, the circular chain of “turning waste into treasure” in agricultural production has gradually improved. Sales of green foods exceeded 600 billion yuan, driving agricultural production toward standardization and greening. The national pilot program for realizing the value of ecological products was deepened, tapping into the multifunctional role of agriculture and developing the diverse value of rural areas to achieve a “win-win” situation of green agricultural development and increased income for farmers.
