The State Council Information Office held a regular policy briefing to introduce the Action Plan for Comprehensive Solid Waste Management (hereinafter referred to as the Action Plan). Zhou Haibing, Deputy Director of the National Development and Reform Commission, stated that the Action Plan specifies that by 2030, targeted solid waste remediation in key sectors will yield significant results, historical stockpiles will be effectively controlled, the high incidence of illegal dumping and disposal will be curbed, the annual comprehensive utilization of bulk solid waste will reach 4.5 billion tons, the annual recycling volume of major renewable resources will reach 510 million tons, and the overall capacity and level of solid waste management will be significantly enhanced.
The Action Plan outlines management tasks for each stage across major waste-generating sectors including industry, urban areas, and agriculture/forestry. Guided by a comprehensive, full-chain management approach, it promotes source control and reduction, standardizes collection, transportation, and storage, enhances resource utilization levels, and strengthens harmless treatment capabilities. Particularly targeting key areas closely related to public life and production safety with prominent environmental risks, it deploys five specialized campaigns: illegal solid waste dumping and disposal, environmental pollution hazards at domestic waste landfills, construction waste, historical solid waste stockpiles, and phosphogypsum.
Zhou Haibing emphasized that the Action Plan adopts a problem-oriented approach. Building upon existing management measures across various sectors, it further refines policy measures for comprehensive, full-chain governance, shifting the focus from end-of-pipe treatment to comprehensive prevention and control throughout the entire process. As China's first specialized document systematically outlining comprehensive solid waste management, it joins previous specialized documents on water, soil, and air pollution prevention and control to form a cohesive policy framework for the pollution prevention and control campaign.
“The Action Plan focuses on filling institutional gaps in key areas, enhancing its targeted, innovative, and effective nature to address long-standing challenges plaguing the industry,” Zhou Haibing stated that the Action Plan requires strengthening information-based oversight throughout the entire lifecycle, improving statistical survey systems for bulk solid waste and recyclable resources; proposes establishing unified and standardized management systems, and cautiously exploring channels for large-scale disposal and utilization of bulk solid waste; and mandates that localities allocate no less than 1% of industrial land to support the construction of resource recycling facilities.
