On April 22, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Further Improving the Work of Energy Conservation and Carbon Reduction.
Energy conservation and carbon reduction are important measures to promote carbon peaking and carbon neutrality, and to accelerate the green transformation of the mode of development. They are also important support for maintaining national energy security and promoting the quality improvement and upgrading of industries.
The opinions require to adhere to the principle of giving priority to conservation, to integrate energy conservation and carbon reduction into all aspects of economic and social development, to do a better job in energy conservation and carbon reduction at a higher level and of better quality, to resolutely curb the unreasonable growth of energy consumption in total, to continuously improve the efficiency of energy and resource output, to effectively reduce carbon emissions from the source, and to provide a strong guarantee for achieving the carbon peak and carbon neutrality and for accelerating the green transformation of economic and social development.
The opinions call for specific deployment to advance energy conservation and carbon reduction in synergy with green transformation, make aggressive efforts to promote energy conservation and carbon reduction in key areas, further strengthen the supervision and management of energy conservation and carbon reduction, and enhance the support and guarantee for energy conservation and carbon reduction work.

Opinions of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Further Improving the Work of Energy Conservation and Carbon Reduction
Energy conservation and carbon reduction are important measures to promote the carbon peak and carbon neutrality, and to accelerate the green transformation of the mode of development. They are also important support for maintaining national energy security and promoting the quality improvement and upgrading of industries. In order to do a better job in energy conservation and carbon reduction at a higher level and of better quality, with the consent of the Party Central Committee and the State Council, the following opinions are now put forward.
1. General Requirements
Persist in taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the successive plenary sessions of the 20th CPC Central Committee, conscientiously implement the deployment of the Fourth Plenary Session, fully, accurately, and comprehensively implement the new development concept, adhere to the general tone of steady progress, adhere to the combination of an effective market and a capable government, coordinate development and security, consistently adhere to the principle of saving first, run energy conservation and carbon reduction through all aspects and the whole process of economic and social development, do a better job in energy conservation and carbon reduction at a higher level and a higher quality, resolutely curb the unreasonable growth of energy consumption, continuously improve the efficiency of energy and resource output, effectively reduce carbon emissions from the source, and provide a strong guarantee for achieving carbon peaking and carbon neutrality and accelerating the green transformation of economic and social development.
2. Coordinating the Promotion of Energy Conservation, Carbon Emission Reduction, and Green Transformation
(1) Coordinating energy conservation and carbon emission reduction with industrial optimization and upgrading. Strengthen the connection and synergy between energy conservation and carbon emission reduction policies and industrial planning, capacity adjustment, etc., enhance the incentives and constraints for energy conservation and carbon emission reduction and the leadership of standard improvement, and continuously reduce the dependence of industries on energy. Promote the extensive use of energy-saving, low-carbon, clean production technology equipment and products, actively promote market-based energy conservation and carbon emission reduction services, and support the use of digital technology and green technology to transform and upgrade traditional industries. Effectively control high-energy consumption and high-emission projects, orderly promote the elimination of backward and inefficient capacity and process equipment according to law, and resolve the structural contradictions of key industries. Accelerate the development of advanced manufacturing, high-tech industries and modern services, develop green and low-carbon industries, and actively cultivate new industries and new formats that are conducive to energy conservation and carbon emission reduction. Promote the construction of zero-carbon industrial parks, and develop the "green-making-green" model of manufacturing green products with green energy.
(2) Coordinating energy conservation, carbon emission reduction, and the green transformation of energy. Handle the relationship between energy conservation, carbon emission reduction, and energy security, scientifically regulate the total amount of energy consumption, strictly control the consumption of fossil energy, deeply promote the reduction of coal and oil consumption, strengthen the demand management of new coal and oil consumption, actively promote the clean replacement of existing coal-fired boilers, industrial furnaces and other coal-consuming equipment, orderly promote the replacement of scattered coal, and promote the peak of coal consumption and oil consumption. Reasonably control the installed capacity and power generation of coal-fired power generation, vigorously develop non-fossil energy and new energy storage, accelerate the construction of new power systems, scientifically lay out pumped storage, innovate green power direct connection, smart microgrids and other industries, promote the consumption of green power, and promote the gradual coverage of new clean energy power generation to meet the new electricity demand of the whole society. Improve the efficiency of energy production, promote the efficient mining technology equipment of fossil energy, strengthen the energy conservation and carbon emission reduction transformation, flexibility transformation of coal-fired power generation, reasonably determine the dispatch sequence and peak regulation depth of coal-fired power generation, continuously improve the efficiency of wind and solar power generation and the energy conversion efficiency of energy storage devices, and steadily reduce the comprehensive line loss rate of the power grid.
3. make a big push to save energy and reduce carbon emissions in key areas.
(3) Strengthen industrial energy conservation and carbon reduction. Improve the energy efficiency level of key industries such as steel, non-ferrous metals, petrochemicals, chemical industry, and building materials in an all-round way, focus on production processes, main processes, key equipment, etc., to deeply implement energy conservation and carbon reduction diagnosis, and organize and implement a number of industrial energy conservation and carbon reduction projects. Deepen the energy conservation and carbon reduction of industrial parks, promote the co-construction and sharing of infrastructure such as heating and cooling, strengthen the energy exchange and cascade utilization between enterprises, support the coupling and efficiency improvement of cross-industry steelmaking and integrated refining and chemical industry, carry out the construction of ecological industrial parks, and promote the overall optimization of the energy system in the park and the circular utilization of resources.
(4) Strengthen energy conservation and carbon reduction in buildings. Strictly manage the energy efficiency of new buildings, optimize the design of energy conservation and carbon reduction in buildings, promote the large-scale development of ultra-low energy consumption buildings, and build safe, comfortable, green and intelligent "good houses". In combination with the transformation of old residential areas, clean heating and other work, actively promote the energy conservation and carbon reduction transformation of existing buildings, and strengthen the energy conservation and carbon reduction management of building operation. Establish a building energy efficiency grading system. Optimize the energy consumption structure of buildings, promote the construction of building photovoltaic integration in an orderly manner, and promote the heating replacement of waste heat resources and non-fossil energy according to local conditions. Deepen the reform of heating metering, orderly sort out heating prices, support the transformation and upgrading of old heating pipelines and other facilities and equipment, and heating systems, and strive to improve the energy utilization efficiency of all links of heating.
(5) Promoting energy conservation and carbon reduction in transportation. We will further develop rail and water transport, continuously improve the efficiency and greening level of road transport, improve the efficiency of civil aviation air traffic control, and actively develop multi-modal transport. We will continue to promote the construction of green transport infrastructure, improve the greening and intelligence level of transport facilities such as transport stations and expressways, and improve the network of facilities such as charging and battery swapping stations and shore power. We will build zero-carbon transport corridors. We will promote energy-saving and low-carbon transport tools, optimize vehicle energy consumption limits, actively develop electric (hydrogen) heavy trucks and green fuel ships, and support the blending and substitution of clean and low-carbon fuels.
(6) Accelerate the energy conservation and carbon reduction of digital infrastructure. Promote the energy conservation and carbon reduction transformation of infrastructure such as computing power, communication base stations and data centers, and optimize and upgrade equipment selection, cooling architecture, cabinet power density, and system intelligent operation strategies, to continuously improve the energy efficiency of computing power and information flow per unit. Strengthen the assessment and demonstration of computing power infrastructure projects, strictly manage the entry of energy efficiency indicators such as power consumption efficiency, and improve the consumption of renewable energy and the recovery and utilization of waste heat resources. Support the development of green, low-carbon, and intensive computing facilities.
(7) Deepen energy conservation and carbon reduction in public institutions. Promote energy conservation and carbon reduction transformation of energy-saving and carbon reduction facilities and equipment such as building envelope, heating, cooling, and lighting in public institutions, promote energy performance contracting management models such as energy cost management, and continuously reduce energy consumption and carbon emissions per unit building area. Strengthen the management of energy consumption quota in public institutions, and improve the information management of energy conservation and resource saving. Carry out the construction of demonstration units of energy-saving public institutions in depth, and comprehensively build energy-saving government organs.
4. Further Strengthen the Supervision and Management of Energy Conservation and Carbon Reduction
(8) Strict energy conservation and carbon reduction review and evaluation. Give full play to the leading role of energy efficiency, carbon emissions, technology and other standards, strengthen the comprehensive review and evaluation of project energy consumption, coal consumption and carbon emissions, and formulate a carbon emission equivalent or reduced quantity replacement plan when new (renovated, expanded) high energy consumption and high emission industrial projects are included in the national planning layout and approved,核准, filing procedures, and the implementation of the plan is an important part of the carbon emission evaluation. (9) Strengthen the management of key energy users and carbon emitters. Establish and improve the management archives for key energy users and carbon emitters, explore the establishment of energy efficiency and carbon emission disclosure and grading systems, and comprehensively improve the level of management refinement. Strengthen the reporting and review of annual energy utilization status reports and carbon emission inventories from key energy users and carbon emitters, urge the implementation of energy audits in accordance with regulations, strictly implement the systems for the provision of energy and carbon emission measuring instruments, and the construction of information systems, etc. Encourage voluntary commitments to energy conservation and carbon reduction.
(10) Strengthen the full-process supervision of energy conservation and carbon reduction. Carry out routine tracking and monitoring of indicators related to energy consumption such as coal, oil, and electricity, strengthen comparative analysis of indicators among similar regions, and promptly remind and warn of slow progress towards targets and unreasonable growth of indicators. Take precise regulatory measures as appropriate. Strengthen supervision and inspection of key energy users and carbon emitters to ensure compliance with laws, regulations, and policies on energy conservation and carbon reduction, and regularly carry out special supervision and inspections to ensure the implementation of energy conservation reviews and carbon emission assessments. Strengthen the application of results. Strengthen the connection and coordination between energy conservation and carbon reduction supervision and inspection, comprehensive law enforcement, special equipment supervision, and environmental protection law enforcement, and explore the implementation of departmental joint law enforcement to improve the efficiency of law enforcement. Strengthen the capacity building for energy conservation and carbon reduction management and supervision and law enforcement at all levels of government, and encourage local governments to rely on professional forces and information technology to assist in improving regulatory efficiency.
5. Strengthen the support and guarantee for energy conservation and carbon reduction.
(11) Strengthen the legal system. Strengthen the overall coordination of energy conservation and carbon reduction work, and accelerate the amendment of the Energy Conservation Law. Enact the Renewable Energy Law. Carry out the revision work of administrative regulations such as the Regulations on Energy Conservation in Civil Buildings and the Regulations on Energy Conservation in Public Institutions, and improve the rules and regulations such as energy conservation inspection and energy efficiency labeling. Revise and issue the Measures for the Administration of Key Energy Users and Carbon Emitters.
(12) Improve the standard identification system. In line with the goals of carbon peaking and carbon neutrality, the needs of industrial development, and the actual progress of technological innovation, we will speed up the improvement of energy consumption and carbon emission caps for key industries, energy efficiency standards for key energy-consuming products and equipment, and other standards, and gradually raise the requirements of the indicators. We will formulate and implement a batch of national energy conservation and carbon reduction standards around new fields and new business forms, and continuously improve the supporting standards for energy and carbon emission measurement, monitoring, and certification. We will lay a solid data foundation for the formulation and revision of standards, strengthen the implementation, assessment, and feedback of standards. We will improve the system of green product certification and identification, strengthen the management and application implementation of energy efficiency identification, and establish a product carbon identification and certification system.
(13) Strengthen policy support. On the basis of a comprehensive consideration of energy consumption and environmental performance levels, study and improve the differentiated electricity price policy for key industrial sectors, optimize the residents'阶梯 electricity price system, and improve the time-of-use electricity price mechanism. Improve the implementation of export control policies for high-energy-consuming products. Leverage the government investment to demonstrate effect, and coordinate the use of existing funding channels to support符合条件的 energy conservation and carbon reduction projects. Implement the mandatory and preferential procurement system for energy-saving products in depth, and encourage various entities to improve the procurement standards and proportions of energy-saving products. Give full play to the role of the market mechanism for energy conservation and carbon reduction, implement tax preferences that are conducive to energy conservation and carbon reduction, and guide financial institutions to provide diversified financial products and services around the energy conservation and carbon reduction needs of key industrial sectors. Study the establishment of a national low-carbon transformation fund to support the green transformation of traditional industries and resource-rich areas.
(14) Strengthen the application of technological innovation. Focusing on energy-saving and efficient equipment, smart energy use, and energy conservation and carbon reduction in key industries, we will cultivate a batch of science and technology innovation platforms and bases, increase the support for the National Key Research and Development Program, and strengthen the research and development of key core technologies. Improve the market-oriented green technology innovation system, support leading enterprises to take the lead in setting up major energy conservation and low-carbon technology innovation alliances, and create a number of enterprise technology centers. Timely update the recommended目录of energy-saving and carbon reduction technology equipment, and accelerate the promotion and application of advanced and applicable equipment such as energy-saving boilers, permanent magnet motors, efficient refrigeration, green lighting, and high-temperature heat pumps.
(15) Enhance the capacity of basic work. Innovate the talent training model, optimize the related disciplines and specialties and talent evaluation system in the field of energy management and energy conservation and carbon reduction, improve the relevant vocational standards, deepen the integration of industry with education and science with education. Strengthen the professional capacity training of relevant personnel in government departments, law enforcement agencies, enterprises and institutions, etc. Better play the role of industry associations, and strengthen the construction of energy conservation and carbon reduction capabilities in key industries and fields. Improve the annual and rapid report system for energy and carbon emissions in the state and provincial regions, and improve the energy statistics system for key energy varieties such as coal and key fields such as industry, construction, and transportation.
6. Strengthen the organization and implementation.
(16) Strengthen organizational leadership. All regions and departments should be guided by the centralized and unified leadership of the Party Central Committee, strengthen overall planning, focus on systematic policies, and implement this意见 in combination with their actual conditions. The National Development and Reform Commission should conscientiously perform its responsibilities for overall coordination of carbon peaking and carbon neutrality and the responsibilities of the energy conservation department, strengthen work planning and implementation, strengthen tracking, assessment, and supervision and guidance, coordinate the resolution of major issues, and include the completion of energy conservation and carbon reduction targets and tasks in the comprehensive evaluation and assessment of carbon peaking and carbon neutrality. Relevant departments should perform their duties and cooperate closely to form a joint force. State-owned enterprises, especially central enterprises, should strengthen the demonstration and leading role of energy conservation and carbon reduction. State organs, people's organizations, enterprises and institutions, social organizations, etc., should solidly promote energy conservation and carbon reduction work in their units and fields. Major matters should be reported to the Party Central Committee and the State Council in a timely manner in accordance with procedures.
(17) Implement a nationwide campaign. Continue to carry out national ecological days, national energy-saving publicity weeks, national low-carbon days, and other activities, advocate a simple, moderate, green, and low-carbon, civilized, and healthy lifestyle and consumption patterns, and enhance the endogenous power of the whole society to save energy and reduce carbon emissions. All Party members should set an example, truly respect and practice energy conservation and carbon reduction. Smooth the channels for social supervision, actively publicize advanced models and experience practices of energy conservation and carbon reduction, and increase the exposure of illegal energy use and energy waste.
(18) Strengthen international cooperation. Deepen international dialogue and pragmatic cooperation in the field of energy conservation and carbon reduction, expand the channels of dialogue and cooperation, actively participate in leading international governance, and vigorously publicize the achievements of China's green transformation. Learn from international advanced experience, strengthen international cooperation in energy conservation and carbon reduction technology, support the trade of energy-saving and low-carbon products, and encourage energy conservation and carbon reduction service enterprises to go global. Participate actively in the formulation and revision of international standards for energy conservation and carbon reduction, and promote the international mutual recognition of energy conservation and carbon reduction standards and labels.
