On January 19, the National Bureau of Statistics released energy production figures for December 2025.
In December 2025, industrial enterprises above designated size (hereinafter referred to as designated-size industrial enterprises) maintained stable production of raw coal and crude oil, achieved steady growth in natural gas production, and sustained growth in electricity generation.
I. Raw Coal, Crude Oil, and Natural Gas Production and Related Data
Raw coal output showed a slight decline amid overall stability. In December 2025, industrial enterprises above designated size produced 440 million tons of raw coal, down 1.0% year-on-year, with an average daily output of 14.1 million tons.
From January to December 2025, industrial enterprises above designated size produced 4.83 billion tons of raw coal, up 1.2% year-on-year.
Crude oil production remained stable. In December 2025, crude oil output from industrial enterprises above designated size reached 17.8 million tons, down 0.6% year-on-year, with a daily average of 574,000 tons.
From January to December 2025, crude oil output from industrial enterprises above designated size totaled 216.05 million tons, up 1.5% year-on-year.
Crude oil processing accelerated. In December 2025, crude oil processing by large-scale industrial enterprises reached 62.46 million tons, up 5.0% year-on-year, with the growth rate accelerating by 1.1 percentage points compared to November 2025; the daily average processing volume was 2.015 million tons.
From January to December 2025, crude oil processing by large-scale industrial enterprises totaled 737.59 million tons, up 4.1% year-on-year.
Natural gas production maintained steady growth. In December 2025, natural gas output from industrial enterprises above designated size reached 23 billion cubic meters, up 5.1% year-on-year, with an average daily output of 740 million cubic meters.
From January to December 2025, natural gas output from industrial enterprises above designated size totaled 261.9 billion cubic meters, increasing by 6.2% year-on-year.
II. Electricity Production
Electricity generation by large-scale industrial enterprises maintained growth. In December 2025, electricity generation reached 858.6 billion kilowatt-hours, up 0.1% year-on-year, with an average daily output of 27.7 billion kilowatt-hours. From January to December 2025, electricity generation totaled 9,715.9 billion kilowatt-hours, increasing by 2.2% year-on-year.
By type, in December 2025, the decline in thermal power generation among industrial enterprises above designated size narrowed, while growth in hydropower, nuclear power, wind power, and solar power generation slowed. Specifically: Industrial-scale hydropower generation grew by 4.1%, with the growth rate slowing by 13.0 percentage points compared to November 2025; Industrial-scale nuclear power generation increased by 3.1%, with the growth rate slowing by 1.6 percentage points compared to November 2025; Industrial-scale wind power generation rose by 8.9%, with the growth rate slowing by 13.1 percentage points compared to November 2025; Above-scale industrial solar power generation increased by 18.2%, with the growth rate slowing by 5.2 percentage points compared to November 2025.

2. Statistical Scope
All production data in this report are based on enterprises above designated size, defined as industrial enterprises with annual main business revenue of CNY20 million or above.
As the scope of enterprises above designated size changes annually, to ensure comparability between current and previous years, the base period data used for calculating year-on-year growth rates of indicators such as product output aligns with the statistical scope of enterprises in the current period. This results in differences in statistical scope compared to data published in previous years.
