  • The overall goal of new energy consumption: guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the new strategy of energy security. By 2030, a multi-level new energy consumption regulation system that is collaborative and efficient will be established, meeting the new energy consumption demand of more than 200 million kilowatts per year, and helping to achieve the peak carbon; by 2035, the new power system that is compatible with the high proportion of new energy will be basically built, and new energy will be realized nationwide. The optimization and efficient consumption support the national self-contribution target.
  • Categorize and guide the development and utilization of new energy: coordinate the transmission and local utilization of new energy bases in "desert and Gobi" regions, optimize the integrated development and utilization of water, wind and solar bases, promote the standardized and orderly development and utilization of offshore wind power, scientifically and efficiently promote the development and utilization of centralized new energy within the province, and actively expand the space for the development and utilization of distributed new energy. For example, in the "desert and Gobi" areas, a transmission and reception responsibility system is established to promote large-scale local utilization.
  • Promote the innovation and development of new consumption and new business models: Innovate the development model of new energy integration, promote the integrated development of new energy and industry, and support the development of new business models such as new energy nearby consumption. For example, establish an integrated development industrial system in regions rich in new energy resources, promote the coordinated consumption of eastern industrial gradient transfer and new energy bases, encourage traditional industries to innovate process flow and use new energy, and support the development of new business models such as source network load storage integration.
  • Enhance the adaptability of new power systems to new energy: Accelerate the improvement of system regulation capabilities, such as promoting the construction of reservoir power stations, pumped storage power stations, etc.; improve the grid's acceptance capability for new energy, build a new grid platform, and optimize the power flow; optimize the control mode of new energy, and build a new power dispatch system; strengthen the safety governance of new power systems, and strengthen the grid safety management of new energy bases.
  • Improve the national unified power market system: expand the multi-level market system for the consumption of new energy, shorten the cycle of medium and long-term transactions, etc.; improve the rules system that adapts to the participation of new energy in the power market, promote the establishment of relevant trading rules; innovate the price mechanism to promote the consumption of new energy, establish the price formation mechanism for cross-provincial and cross-regional transmission of new energy, etc.
  • Strengthen the technological innovation support for the consumption of new energy: Break through the technology of efficient power generation and utilization of new energy, such as improving the accuracy of power prediction; master the flexible regulation technology of the system, innovate a variety of energy storage technology routes; strengthen the technology of power grid operation, and study the control technology for the stable operation of the power system with a high proportion of renewable energy power; upgrade the intelligent regulation technology, and apply advanced technology to improve the perception and control ability of the power grid.
  • Measures to ensure the consumption of new energy: Optimize the management mechanism for the consumption of new energy, set targets for the utilization rate of new energy by grades, and improve the assessment methods; clarify the division of responsibilities, with relevant national departments coordinating the overall progress, and provincial energy authorities, power grid enterprises, power generation enterprises, etc., each responsible for their own duties; strengthen monitoring, supervision, and target execution, optimize the statistical release of utilization rates, and establish a full-cycle monitoring and early warning mechanism.
