SunSirs: China's Largest LNG Storage Facility in Central-Eastern Region Completes Capacity Expansion

Additional working gas volume of 520 million cubic meters boosts overall peak-shaving capacity by 22%
According to China Chemical News, on October 31, the Wen23 Gas Storage Facility—the largest in China's central-eastern region—completed its capacity expansion. Operated by the National Pipeline Network Group, the facility now boasts a daily peak-shaving supply capacity of 36.5 million cubic meters, representing a 22% increase in its overall gas storage and peak-shaving capabilities.
Designed with a total capacity exceeding 10 billion cubic meters and a working gas volume of 4.002 billion cubic meters, the Wen23 storage facility boasts a daily gas extraction capacity of 39 million cubic meters, playing a pivotal role in natural gas peak shaving and supply security for China's central and eastern regions. The storage facility was developed in two phases. Phase I featured a designed capacity of 8.4 billion cubic meters and a working gas volume of 3.2 billion cubic meters. Phase II involved constructing 24 new injection and production wells, expanding existing injection and production stations, adding four new gas injection compressors, and building four cluster well sites along with corresponding gas gathering and transmission trunk lines.
With the completion of the Phase II expansion, the Wen23 Storage Facility has added 1.934 billion cubic meters of storage capacity and 520 million cubic meters of working gas volume. Its daily injection capacity has increased by 8 million cubic meters, and its daily peak-shaving withdrawal capacity has risen by 6.5 million cubic meters, boosting overall storage and peak-shaving capabilities by 22%. During peak winter gas supply periods, the storage facility can meet the daily gas demand of 65 million households.
It is reported that the Wen23 expansion project achieved domestic production of key equipment—including compressor units and triethylene glycol dehydration units—through independent innovation and localization upgrades, enhancing operational stability and self-reliance. In intelligent operations, the facility employs technologies like laser methane remote sensing platforms and remote online compressor monitoring. This enables smart operations including remote process adjustments, one-button compressor start/stop, and remote shutdown of surface and subsurface safety valves, establishing a comprehensive intelligent operation system covering the entire storage facility business chain.
To date, the Wen23 storage facility has completed six injection cycles and five withdrawal cycles, with cumulative gas injection and withdrawal exceeding 24 billion cubic meters. Calculations indicate that the facility has cumulatively delivered natural gas equivalent to 28.41 million tons of standard coal, reducing sulfur dioxide emissions by approximately 630,000 tons, dust emissions by about 75,000 tons, and carbon dioxide emissions by roughly 24.14 million tons—equivalent to planting 1.01 million hectares of broadleaf forest.
Since the start of the 14th Five-Year Plan period, CNG has accelerated the construction of LNG receiving terminals and underground gas storage facilities. It has completed and put into operation the Zhangzhou LNG receiving terminal and the second phase of the Tianjin LNG receiving terminal, while also finishing capacity expansion and production optimization projects at the Jintan, Liuzhuang, and Wen23 storage facilities. These efforts have added nearly 5 billion cubic meters of new storage capacity, providing crucial support for China's natural gas production, supply, storage, and sales system.
