At the meeting, it was revealed that the results of the breakthrough in the exploration of strategic mineral resources in Sichuan are outstanding, with the reserves of resources such as vanadium and titanium leading the country. The Panxi Strategic Resource Innovation Development Experimental Zone has become an important development pole and core of the global vanadium and titanium new material industry.

Sichuan is a province rich in mineral resources, with a wealth of strategic mineral resources and a relatively concentrated distribution. Tao Jianfeng, Deputy Director of the Sichuan Provincial Development and Reform Commission, introduced that since the "14th Five-Year Plan" period, Sichuan has coordinated funds to increase the strength of mineral exploration breakthroughs, guiding social capital to invest a cumulative total of more than 2 billion RMB, discovering three large-scale graphite mines, six large and medium-sized phosphate mines, and significantly increasing the reserves of lithium, rare earths, gold, oil and gas, and other mineral species. At present, the proven resource quantity of titanium ore in the province accounts for 76.2% of the country, ranking first in the world; the proven resource quantity of vanadium ore accounts for 28.2% of the country, ranking first in the country; the new spodumene resource quantity is 2.8 million tons; the new phosphate mine resource quantity is 1.75 billion tons.

In achieving breakthroughs in mineral exploration and increasing reserves and production, Qu Liang, the chief engineer of the Sichuan Provincial Department of Natural Resources, said that through the construction of a diversified investment system, the provincial financial geological survey input since the "14th Five-Year Plan" period is four times that of the "13th Five-Year Plan" period, and the problem of "zero input" of municipal and county-level finance has been successfully solved. The relevant practices have been publicized and promoted by the Ministry of Natural Resources throughout the country, driving the cumulative input of social capital of 2.084 billion RMB. The next step will focus on the "15th Five-Year Plan", make up for the basic shortcomings, strengthen the empowerment of science and technology, and strengthen the overall coordination, and explore the establishment of a comprehensive development mechanism for the exploration, production, storage and sales of strategic mineral resources.

In terms of resource development and industrial development, the Panxi Pilot Zone has achieved remarkable results. Tao Jianfeng introduced that since the "14th Five-Year Plan", the area has produced about 80% of the titanium concentrate, 60% of the vanadium products, and 20% of the hard rock rare earths in the country, becoming the world's largest vanadium product base, the largest titanium raw material base in China, and an important rare earth production base. By playing the advantages of science and education and enterprise R&D, the world's first technology for titanium recovery from blast furnace slag has been created, and the clean production process of vanadium oxide is leading the world. The comprehensive utilization rate of vanadium and titanium resources has been increased to 50% and 35% respectively, high-end titanium alloys are supplied in batches, and the domestic market share of steel tracks for high-speed railways is about 40%, maintaining the first place in the country.

Looking ahead, Liao Weimin, a second-level inspection official at the Economic and Information Commission of Sichuan Province, said that the next step will be to adhere to the concept of circles and chains, deeply promote the construction of circles and the strengthening of chains, actively create a national advanced manufacturing industry cluster for vanadium-titanium new materials; continuously promote the coordinated development of industries, promote the deep integration of "vanadium-titanium + steel", and promote the extension of the industrial chain to the downstream; actively support the industry's innovation and development, accelerate the research and application of key technologies such as intelligent steelmaking and high-end titanium alloy wire materials; and accelerate the construction of a strategic base to ensure the supply of important primary products in the country, create a full industrial chain layout for vanadium-titanium steel industry integration, and strengthen the supply capacity of strategic resources such as vanadium-titanium and steel.
