SunSirs: China’s NDRC Issues 2026 Grain Import Tariff Quota Allocation Rules

Xinhua Finance in Beijing on October 9th reported that according to the website of the National Development and Reform Commission (NDRC) on the 9th, in accordance with the Interim Measures for the Administration of Tariff-Rate Quotas for the Import of Agricultural Products (Ministry of Commerce and NDRC Order No. 4 of 2003, amended by Ministry of Commerce Order No. 1 of 2019 and No. 2 of 2021), the NDRC has formulated the detailed rules for the application and arrangement of the tariff-rate quotas for grain imports in 2026.
The total amount of grain import tariffs quota for 2026 is as follows: wheat (including its flour and grain, hereinafter referred to as wheat) 9.636 million tons, of which 90% is state trade quota; corn (including its flour and grain, hereinafter referred to as corn) 7.2 million tons, of which 60% is state trade quota; rice (including its flour and grain, hereinafter referred to as rice) 5.32 million tons, of which long grain rice 2.66 million tons, medium and short grain rice 2.66 million tons, 50% is state trade quota.
