According to a recent announcement by the General Administration of Customs, starting from July 20, 2026, coffee beans from 53 African countries that have diplomatic relations with China can be exported to China under certain conditions. On May 27, the person in charge of the General Administration of Customs' Animal and Plant Inspection Department stated that the General Administration of Customs has further accelerated the quarantine approval of African agricultural and food products under the premise of ensuring safety. The coffee beans allowed to be exported to China this time are the second agricultural product to achieve comprehensive quarantine approval in African diplomatic countries after dry chili peppers.
Coffee beans are not only a characteristic agricultural product of Africa, but also an important economic pillar industry in many African countries. The person in charge said that at present, coffee beans from African countries such as Ethiopia and Burundi have achieved quarantine access, and coffee beans from Mauritius, Angola, Togo, Guinea, Liberia, São Tomé and Príncipe and other African countries have successively submitted applications for coffee beans to China.
The person in charge said that in accordance with relevant laws and regulations and international standards, the General Administration of Customs organized experts to carry out a comprehensive assessment of the planting, production and processing of coffee beans in African countries, and considered that the relevant pests and risk prevention and control measures in the African region were basically the same, and formulated unified entry plant quarantine requirements accordingly, including planting base management, registration of processing enterprises, export inspection and quarantine, and issuance of quarantine certificates, etc., It is clear that coffee beans from African diplomatic countries can be exported to China as long as they meet the relevant requirements, and there is no need to negotiate quarantine requirements or sign access agreements with the relevant national authorities one by one.
Industry insiders told reporters that "comprehensive quarantine access" solves the question of "whether it can be sold", but it does not mean that African coffee beans can be exempted from inspection and released. In the future, if other African diplomatic countries have the intention to export coffee beans to China, they need to comply with the requirements of the General Administration of Customs of China's Announcement No. 68 of 2026.
