SunSirs: China's Marine GDP Hits Historic Milestone: Surpasses 11 Trillion RMB in 2025

On March 13, the Ministry of Natural Resources released the "2025 Statistical Communique on China's Marine Economy". According to preliminary calculations, the national marine gross domestic product in 2025 was 11,018 billion RMB, an increase of 5.5% over the previous year, accounting for 7.9% of the country's gross domestic product, which was 0.1 percentage points higher than the previous year.

In terms of the three-industry structure, the added value of the marine primary industry was 492.3 billion RMB, that of the secondary industry was 4.1017 trillion RMB, and that of the tertiary industry was 6.424 trillion RMB, accounting for 4.5%, 37.2% and 58.3% of the total marine production value respectively. In 2025, the added value of 15 marine industries was 4.5814 trillion RMB, an increase of 6.0% over the previous year; the added value of marine scientific research and education was 739.5 billion RMB, an increase of 5.9% over the previous year; the added value of marine public management services was 1.8123 trillion RMB, an increase of 6.0% over the previous year; the added value of marine upstream related industries was 1.5223 trillion RMB, an increase of 5.6% over the previous year; and the added value of marine downstream related industries was 2.3625 trillion RMB, an increase of 3.8% over the previous year.

Traditional marine industries have developed steadily and rapidly. The supply capacity of marine aquatic products has been continuously enhanced, with the accelerated deployment of diversified sales such as e-commerce live streaming and fast distribution services. The supply guarantee capacity of marine oil and gas resources has continued to strengthen, with the output of marine crude oil and natural gas increasing by 3.4% and 17.0% respectively compared with the previous year. The marine engineering construction industry has developed steadily, and remarkable results have been achieved in the construction of intelligent and green projects for maritime transportation infrastructure. The marine shipbuilding industry has maintained rapid growth, with the international market share of newly received marine ship orders, completed marine shipbuilding volume and hand-held marine ship orders remaining leading, and significant achievements have been made in green and low-carbon development, as well as in large-scale and high-end development. The marine chemical industry has grown rapidly, with the main chemicals showing a trend of increasing output and decreasing prices. The marine transportation industry has developed steadily and rapidly, with marine freight volume and cargo turnover increasing by 5.1% and 6.8% respectively compared with the previous year. The maritime shipping route network has been continuously expanded, and the ability of key ports to serve national strategies and regional economies has been further enhanced. The marine tourism industry has developed rapidly, achieving an added value of 1,627.3 billion RMB for the whole year, an increase of 5.9% over the previous year. There have been prominent highlights in the integration of marine culture and tourism, and the annual number of cruise passengers has increased by 25.3% compared with the previous year.

Emerging marine industries continue to grow and expand. The marine engineering equipment manufacturing industry is accelerating its recovery, with added value increasing by 10.2% year-on-year; the marine pharmaceuticals and biological products industry maintains steady development, with continuous deepening of research and development in marine biomedicine and biological products, and accelerated emergence of innovative achievements; the offshore wind power market scale continues to expand, with the newly added grid-connected capacity growing by more than 60% year-on-year, and the integrated development effect of "offshore wind power +" is remarkable; the seawater desalination and comprehensive utilization industry is developing steadily, with the scale of completed seawater desalination projects exceeding 2.9 million tons per day, and the direct seawater utilization volume maintaining steady growth.
