SunSirs: Energy and Chemical Industries Emerge as Key Growth Drivers for 2026

Setting economic growth targets is a key agenda item at provincial-level sessions. Currently, sessions in Shaanxi, Shandong, Tianjin, Zhejiang, Beijing, Henan, Guangdong, and Hebei have convened, announcing their 2026 growth targets and key priorities. The petrochemical and chemical industries have been highlighted by multiple provinces and municipalities.

On January 27, the Fourth Session of the 14th Shandong Provincial People's Congress commenced. Zhou Naixiang, Deputy Secretary of the Shandong Provincial Party Committee, Governor, and Secretary of the Provincial Government Party Leadership Group, delivered the government work report to the assembly. The report emphasized that petrochemicals serve as a vital pillar of Shandong's industrial economy and have been designated as the “top priority project” for accelerated advancement. In 2025, Shandong accelerated structural adjustments and standard upgrades in its petrochemical sector. Major projects such as Qilu Petrochemical's Lu You Lu Lian and Jiude Chemical's new materials initiatives proceeded in an orderly manner. Projects like the Shandong Times New Energy Battery Base commenced operations, while Yulong Petrochemical achieved stable production at its Phase I facility.

By 2026, Shandong will optimize and upgrade its petrochemical industry, deploying major projects like Dongming Petrochemical and Dongying Fuhai Petrochemical while advancing the transformation and upgrading of Hongrun Petrochemical. The province aims to achieve approximately 60% of revenue from high-end chemicals, with the petrochemical and chemical industry's value-added output growing by over 5% year-on-year. Concurrently, efforts will accelerate the transformation and upgrading of the petrochemical sector, promoting green and low-carbon development in industries like chemicals. The province will build a highland for green and low-carbon development, enhance the utilization of new energy, advance the construction of 10 green power industrial parks including Wanhua's next-generation battery materials project, expand application scenarios such as direct green power connection and virtual power plants, and explore new models of integrated power generation, grid, load, and storage.

On January 27, the Fourth Session of the 14th Shaanxi Provincial People's Congress opened in Xi'an. In his government work report, Governor Zhao Gang emphasized that this year will see improved policies supporting manufacturing development to enhance quality and efficiency. The province aims to establish 12 industrial chains each valued at over 100 billion yuan, with strategic emerging industries accounting for more than 30% of industrial output. Efforts will deepen the “stabilization, control, and transformation” of the energy industry, accelerating the release of high-quality coal production capacity. Focus will be placed on stabilizing oil and gas output, promoting stable production of 10 million tons of crude oil at Yanchang Petroleum, and achieving an oil and gas equivalent of 54 million tons. The province will vigorously develop fine chemicals, advance projects such as Guoneng Coal Comprehensive Utilization, Shaanxi Coal Yulin Chemical Phase II, and China Coal Deep Processing, and launch Phase II of the China Academy of Sciences Clean Energy Research Institute and Phase II of the Yuheng Pilot Plant Base. Efforts will focus on building a diversified chemical product matrix encompassing functional materials, biodegradable materials, engineering plastics, specialty rubber, and high-performance fibers.

In emerging and future industries, the government work report proposes implementing industrial innovation projects to strengthen and expand sectors like next-generation semiconductors, liquid crystal substrates, high-end materials, additive manufacturing, civil aviation, and new energy storage, thereby cultivating new pillar industries. Accelerate the development of hydrogen energy clusters, energy storage power stations, and zero-carbon industrial parks in Yulin, Weinan, and other areas. It will cultivate an industrial ecosystem for low-altitude economy. Planning and development will be advanced for industries like quantum technology and bio-manufacturing to build new competitive advantages for the future.

On January 26, the Fourth Session of the 18th Tianjin Municipal People's Congress commenced. Mayor Zhang Gong delivered the Government Work Report on behalf of the municipal government.

The report proposed that by 2026, comprehensive efforts will be made to strengthen the supporting and leading role of scientific and technological innovation. Cultivate leading industries such as next-generation information technology, biomedicine, and new energy/new materials, and continue building a highland for the integrated development of scientific and technological innovation and industrial innovation. The green petrochemical industry should take the Nangang Industrial Zone as a key base, solidify the Green Petrochemical Science and Technology Innovation Center, implement key projects such as Sinopec Catalyst, CNOOC New Materials, Yanshan Petrochemical Green New Materials, and Jinke Daily Chemical Fine Chemicals, and accelerate the creation of a green chemical new materials base.

Further potential for effective demand must be tapped. Focusing on industrial investment, accelerate progress on major signed and ongoing projects, including Xinhuacheng Nangang New Materials and Feimaotui Green Energy Storage. Ensure comprehensive support services for land use, energy consumption, safety assessments, and environmental impact evaluations. Deepen investment promotion through the “market + resources + application scenarios” approach to enhance the quality and effectiveness of new investment.
