On January 10, statistical data released by the Secretariat of the Titanium Dioxide Industry Technology Innovation Strategic Alliance indicated that China's total titanium dioxide production will reach 4.72 million tons in 2025, a decrease of 47,000 tons or 1.0% compared to the previous year. This marks the first annual decline in titanium dioxide output in over two decades.
It is reported that in 2025, the titanium dioxide industry will have 36 full-process production enterprises with normal production conditions or those that have basically achieved normal production conditions (excluding enterprises that solely purchase crude products for subsequent processing/treatment), a decrease of 9 enterprises compared to the previous year.
It is understood that in 2025, rutile-type titanium dioxide accounted for 4.103 million tons, representing 86.9% of total production; anatase-type titanium dioxide reached 503,000 tons, accounting for 10.7%; while non-pigment-grade and other types totaled 115,000 tons, making up 2.4%. Among these, chlorination-process titanium dioxide production reached 752,000 tons, an increase of 89,000 tons from the previous year, accounting for 15.9% of total output and 18.3% of rutile titanium dioxide production.
In 2025, the national titanium dioxide industry saw 18 enterprises with actual production volumes of 100,000 tons or more, an increase of 3 enterprises compared to the previous year. That year, nine existing manufacturers ceased operations or closed down, while two new enterprises (one each using hydrochloric acid and chlorination processes) commenced production.
Statistics indicate that in 2025, the industry's effective production capacity reached 5.7 million tons per year, with an average capacity utilization rate of 82.8%, placing it at a moderately low level. However, when considering the comprehensive capacity of 6.1 million tons per year (including idle and partially idle capacity), the capacity utilization rate was 77.3%. This figure indicates that the national titanium dioxide industry's capacity utilization rate was at a relatively low level, with a significant oversupply of production capacity.
