SunSirs: China Issues First Batch of Rare Earth Export License

LONDON, Dec 2 (Reuters) - China has issued the first batch of simplified rare earth export licenses to at least three permanent magnet manufacturers after months of strict controls, allowing them to speed up deliveries to designated overseas customers.

On December 2nd, Lingyi Intelligent Manufacturing, Ningbo Yansheng, and Beijing Zhongke Sanyuan High-Tech Co., Ltd. received export licenses in succession, which were tied to specific customers. It was reported that on October 30th, the heads of state of China and the United States met to ease trade tensions that had been exacerbated by a series of export restrictions imposed over the previous year. The new licensing system introduced was initiated and formulated after this meeting. This is the first time that China's newly launched "blanket license" has been put into use, which is more efficient than the previous approval system for each export transaction throughout the year in 2025. It is reported that the license is valid for one year and is tied to specific downstream customers, rather than covering the entire product line. As the world's leading manufacturer of sintered magnetic materials, Lingyi Intelligent Manufacturing can supply goods to almost all its customers normally; while the scope of the license for Ningbo Yansheng and Zhongke Sanyuan is relatively limited, covering only some of their cooperative customers. The Reuters reported that the issuance of these licenses does not signify a relaxation of the core export control framework. The implementation of the first batch of licenses only opens up a new compliance channel for enterprises to export, rather than-granting them the privilege of exemption from control. It is only when more enterprises obtain such licenses that there may be a widespread relaxation of export controls.
