The Economic Daily reported from Xining on October 26 that Qinghai Province recently released foreign trade data showing that the total import and export value of the province in the first nine months reached 5.35 billion CNY, a year-on-year increase of 45.2%.
Since the beginning of the year, the contribution rate of exports to the growth of foreign trade in Qinghai Province has reached 127.2%, becoming the main driving force for the growth of foreign trade. In accordance with the requirements of the Qinghai Provincial Party Committee and the Provincial Government to deeply integrate into the joint construction of the "Belt and Road" and diversify the market, in the first 9 months, Qinghai Province has established trade with 112 countries and regions, adding 22 countries and regions compared with the same period last year. Emerging markets such as Hungary, Russia, and Vietnam have become important trading partners.
From the perspective of product structure, the export of lithium-ion batteries in Qinghai Province has shown explosive growth, increasing by 9.1 times year-on-year. The export of traditional advantage products such as polyvinyl chloride and soda ash has maintained high-speed growth, among which the "magnesium series" has increased by 1.7 times. "Qinghai Number" agricultural products are accelerating their entry into the sea, increasing by 52.8%, and the export value continues to lead the country. Vegetable exports have increased by 2.3 times, and the export scale and coverage of characteristic agricultural products such as goji berries and cool vegetables continue to expand.
The private economy is the main force driving the development of Qinghai's foreign trade. In the first 9 months, private enterprises in the province imported and exported 4.7 billion CNY, driving the growth of the province's foreign trade by 51.5 percentage points. In response to the pain points of local enterprises in Qinghai, such as the difficulty in preserving agricultural products after export, the commercial department supports private enterprises to build overseas warehouses independently at key logistics nodes such as Kazakhstan and Uzbekistan.
Li Xiaohui, deputy director of the Qinghai Provincial Department of Commerce, introduced that since this year, the Qinghai Provincial Department of Commerce has fully supported private enterprises in exploring the international market through mechanism innovation, policy empowerment, and precision services. A routine collaboration mechanism has been established with the Xining Customs, and a special research on the export of "double cold" products such as high-altitude cool vegetables and cold-water fish has been jointly carried out. In combination with the specific needs of enterprises in terms of export filing, inspection and quarantine, customs clearance facilitation, and policy guarantee, the "send policy to households" activity has been carried out, and the policies such as subsidies for production and operation costs, export credit insurance support, and logistics guarantee, which are of concern to farmers and cooperatives, have been thoroughly explained.
It is understood that the Qinghai Provincial Department of Commerce has smoothly established a monthly train service system with the China Railway Qinghai-Tibet Group Co., Ltd., and has opened 151 international freight train services, an increase of 84%, and has reduced logistics costs for enterprises through "railway + sea" transportation.
