SunSirs: State Council Studies Further Measures to Enhance Grain and Agricultural Production

The State Council executive meeting noted that since the beginning of this year, all regions and relevant departments have worked together to ensure grain production, with the year expected to yield another bumper harvest and ample supply of daily necessities. Efforts must be redoubled to complete the autumn harvest and planting, while coordinating the supply and price stabilization of agricultural inputs such as seeds and fertilizers. The policy-based grain reserve system should fully leverage its role in providing a safety net, supporting market entities to increase procurement and effectively safeguard farmers' income. Agricultural disaster relief funds should be utilized effectively, insurance claims processed promptly, and efforts made to mitigate farmers' losses from disasters.

Liu Huanxin, Director of the National Food and Strategic Reserves Administration, previously noted: Through the joint efforts of all regions and relevant parties, significant progress has been made in reducing losses in grain circulation. He emphasized that ensuring national food security requires simultaneous efforts to increase production and reduce losses. In recent years, through the concerted efforts of all regions and relevant parties, notable achievements have been made in minimizing losses during grain circulation.

Loss reduction in household grain storage has become more pronounced. A number of post-harvest grain service centers have been established in major grain-producing counties nationwide, primarily providing services such as grain drying, cleaning, and storage. These centers have played a positive role in helping farmers reduce losses and increase income, as well as in responding to extreme weather events.

Loss reduction and consumption reduction in grain storage have become more effective. The Green Grain Storage Enhancement Initiative has been thoroughly implemented, advancing the construction of high-standard grain warehouses and the upgrading of old warehouses. Key performance indicators such as airtightness and thermal insulation in grain warehouses have been further improved. The storage capacity of high-standard grain warehouses has increased year by year, with the storage capacity equipped with low-temperature and near-low-temperature storage capabilities reaching 220 million tons, an increase of 70 million tons compared to the end of the 13th Five-Year Plan period. The comprehensive loss rate during the grain storage cycle in grain depots has been controlled within 1%.
